Hopefully It won't get as bad as say Poland during WW2 or something like the red terror, criminals consumed the establishment and attacked peaceful religious practitioners and defaced the nationalist culture and heritage for no real reason at all.
The modern legislation creates an environment where it is impossible to continually campaign against the establishment and the fine is reasonable enough that you could reform and pay it off in your life time if you admitted fault and applied yourself to the state and it's functions.
